Microsoft Office 2007 Within a Terminal Services Environment
To use Microsoft Office 2007 within a Terminal Services environment, you must install a volume license version of Office 2007 such as Microsoft Office Enterprise 2007. This software is available only for production use via Software Assurance (SA) or other Microsoft volume license program such as eOpen, Select, and Enterprise Agreement. Customers who purchased MSDN from a volume license program are also able to download Microsoft Office Enterprise 2007.

Before installing Microsoft Office Enterprise 2007, please first uninstall all existing Microsoft Office 2007 suites (Professional, Professional Plus, or Ultimate).

This means for small companies who do not have a VLK key a big issue if they run for example only 2 terminal servers. I wonder if Microsoft is gonna change it....

i doubt they are going to change it, it's part of the installation of office

I don't see this changing any time soon. I guess small companies will have to stick with Office 2003, scrap their terminal server concept or get hacked cd keys online?
